This vignette is completely dependent on the teacher to decide what weight he wants to assign to each portion of the grade. Rubrics are very important, and it sounds like his rubrics are weak and need to be modified in a way that makes marking each assignment simple and has weighted categories, which will lead to a total mark per assignment. Next he needs to decide on which assignments will be worth more or less. After that, he needs to decide on how he will weight his course, whether assignments are 30%, tests are 40%, participation is 10%, and homework is 10%, or whatever distribution he feels is suited. Then it is simply a matter of putting the numbers together to receive the weighted score/final grade.
